SoCer is an acronym used to describe a proposed open standard and certification framework for ceramic materials and products. The SoCer framework aims to standardize methods for evaluating material properties, environmental impact, and supply-chain traceability, enabling manufacturers, researchers, and regulators to compare products across regions. The concept emphasizes interoperability and transparent certification to support quality control, sustainability goals, and consumer confidence.

SoCer originated from collaborative discussions among universities, industry associations, and standardization bodies beginning in the mid-2010s. The project sought to address fragmentation in testing procedures and labeling requirements across different markets. A consortium published a provisional specification outlining core components, including a materials registry, standardized test protocols for mechanical strength, thermal resistance, and chemical durability, plus a digital certificate system for product batches.

Certification under SoCer involves third-party verification of test results, product labeling with a unique SoCer identifier, and periodic re-certification to reflect updated data. The framework also envisions an auditable supply chain rooted in digital records accessible to regulators, manufacturers, and customers.

Adoption has been gradual, with pilot programs in several regions and adoption by a subset of ceramic manufacturers and research institutes. Support centers on improved comparability and risk mitigation; critics point to the costs of testing and certification and the need for harmonization with existing standards.

Governance is intended to be under the International Ceramic Standards Council, with regional committees and liaison to ISO and national standard bodies.
