Resources as a Service (RaaS) is a cloud computing service model that provides on-demand access to IT resources such as compute power, storage, memory, networking, and related infrastructure through a managed interface. By abstracting the underlying hardware, RaaS enables organizations to provision, scale, and retire resources quickly without managing physical assets.

RaaS typically emphasizes resource primitives rather than full software platforms. Access is usually API-driven and may be exposed via self-service portals or command-line tools. Resources are allocated in a multi-tenant environment with metered usage and automated provisioning, often including features like auto-scaling, provisioning templates, and policy-based governance.

Deployment models for RaaS align with cloud strategies and may include public, private, hybrid, or multi-cloud configurations. Organizations can mix resource types (for example, CPU, GPUs, block storage, and high-performance networking) and optimize placement for latency, cost, or regulatory requirements.

Benefits include improved efficiency, reduced capital expenditure, faster deployment, and greater flexibility for variable workloads. Challenges encompass interoperability, security and data governance, performance variability, and potential vendor lock-in. Successful use typically relies on standard interfaces, strong IAM, encryption, auditing, and clear cost controls.

RaaS sits alongside other as-a-service models and can complement IaaS by exposing resource-level abstractions or serve as an internal abstraction for resource provisioning in larger ecosystems. While it is not as widely standardized as SaaS or IaaS, many cloud providers offer resource provisioning capabilities that can be composed into broader service architectures.
