Reshuffles are rearrangements of personnel within an organization, intended to refresh leadership, reallocate responsibilities, or respond to changing circumstances without a complete purge of staff. In government, a cabinet reshuffle refers to the replacement, addition, or reassignment of ministers and portfolios by the head of government. These changes can be prompted by policy shifts, emerging crises, performance concerns, retirements, or coalition realignments. Reshuffles are often used to signal a new policy direction, reward or discipline officials, or balance regional and political interests. They can affect policy continuity, internal dynamics, and public perception, and may provoke stock responses from markets or opposition parties in some systems.

In corporate settings, a management reshuffle or leadership shuffle involves moving executives to different roles, creating or dissolving departments, or changing reporting lines. Reasons include succession planning, strategic pivots, performance management, or cost control. Outcomes vary: they can unlock new strengths and improve execution, but may also disrupt operations, lower morale, or create uncertainty during the transition.

In other domains, reshuffles occur in sports organizations when coaching staff or player roles are changed to improve fit with tactics.
