Plenumsesjon, or plenary session, is the formal gathering of the entire membership of a deliberative body. In legislative contexts, plenary sessions are where the body debates proposed laws, budgets, and resolutions, and where official votes take place. Procedures typically follow an agenda published in advance. A presiding officer or speaker chairs the session, and a secretary records minutes. Quorum requirements ensure a minimum level of participation. Voting can be by roll call, voice vote, or secret ballot, depending on rules. Minutes, motions, and amendments are common features.

In international organizations and conferences, plenary sessions bring together representatives from member states or participants to receive reports, approve decisions, or adopt declarations. They may feature keynote addresses or summarize committee work and negotiations.
