In most uses, the term denotes a power, craft, or technology capable of altering DNA or gene expression, producing heritable or non-heritable changes. The concept is common in speculative fiction and role-playing settings and is not a description of real-world biology.

Mechanisms vary by source. In some narratives, mutationers exert control over mutational processes directly, via psychic resonance, biomagical energy, or advanced nanotechnology.
