Typical activities include meeting lawmakers, drafting proposed language for bills, preparing policy briefs and testimony, organizing coalitions, coordinating with public affairs campaigns, and monitoring policy developments. Many lobbyists work as in-house advocates for a client or as consultants through lobbying firms, public-relations firms, or law firms. In many jurisdictions they must register and disclose clients, issues, expenditures, and lobbying contacts to government authorities or public registries.

Regulation and ethics regimes vary by country. Some jurisdictions prohibit direct campaign contributions by lobbyists or impose cooling-off periods for public officials. Most place emphasis on transparency through registers, reports, or lobbying licenses. Critics argue lobbying can privilege well-funded interests and create unequal access, raise conflicts of interest, or contribute to a revolving-door phenomenon. Proponents contend it provides technical expertise, channels feedback, and enhances accountability through disclosure.

Globally, lobbying exists in diverse forms and is shaped by legal frameworks, political culture, and civil society norms. While controversial in some quarters, it is generally treated as a regulated part of democratic governance, intended to help policymakers hear competing perspectives while constraining pursuit of private power through transparency and ethics rules.
