Leidingwerken refers to the construction, maintenance, and upgrading of underground utility networks and conduits, including drinking water, wastewater, gas, electricity, district heating, and telecommunications such as fiber. The term is used in Dutch civil engineering and urban development to describe activities such as excavation, trenching, backfilling, and the installation of pipes, ducts and cables, as well as associated infrastructure like valve chambers, manholes, and access pits.

The work encompasses planning, route selection, design, permitting, and coordination with authorities (municipalities, water boards) and network operators. It frequently involves multi-party projects and coordination with road authorities. Before excavation, operators and contractors use the KLIC system (KLIC-meldpunt) to locate underground assets and prevent strikes on existing cables or pipelines.

Construction methods include open-cut excavation and trenchless installation (horizontal directional drilling and microtunneling) to minimize surface disruption, along with testing and commissioning such as pressure tests for water and gas or electrical continuity. Maintenance covers repair, upgrade, and replacement of aging networks, as well as rehabilitation of existing trenches and chambers. Projects require safety protocols, traffic management, noise mitigation, dust and environmental protection, and restoration of affected surfaces.

Materials used include pipes made of ductile iron, PVC, HDPE, or concrete, and cables or ducts made of copper, aluminum, or fiber optic, with protective coatings and trench lining as appropriate. Asset management includes as-built documentation and integration into municipal or operator GIS records.
