Global comparisons commonly use indices such as the Global Competitiveness Index (GCI) from the World Economic Forum and the IMD World Competitiveness Yearbook, alongside OECD indicators. National assessments may combine firm-level data and surveys to capture business climate and regulatory burden.

Determinants of konkurentsivõime include macroeconomic stability, a predictable and efficient regulatory environment, high-quality infrastructure, a skilled and adaptable workforce, strong research and development, digital adoption, and effective competition policy. Policy measures often aim to raise productivity and innovation through investments in education, R&D incentives, regulatory reform, and targeted support for strategic industries, while maintaining open and fair markets.

Critiques note that competitiveness metrics can overemphasize price competition or short-term gains and may be sensitive to data choices and methodology. Therefore, assessments are best interpreted alongside broader economic context and sector-specific analyses.
