Keretmegállapodások, often translated as framework agreements, are a type of procurement contract used in many countries, particularly within the European Union. They are designed to streamline the process of acquiring goods, services, or works over a defined period. Instead of conducting a full procurement procedure for each individual purchase, a keretmegállapodás establishes the terms and conditions for future contracts.

A keretmegállapodás is concluded between one or more contracting authorities and one or more economic operators. It sets out the conditions, such as prices, quantities, and other contractual terms, under which specific contracts can be awarded during its duration. The actual award of specific contracts under the framework agreement is typically done through a simplified procedure, often referred to as a "call-off" or "mini-competition," where the pre-defined terms are applied to the specific needs.

The main advantage of using keretmegállapodások is efficiency. They reduce administrative burden and lead times for recurring purchases. They also aim to promote competition by allowing multiple suppliers to be part of the framework, ensuring that contracting authorities can still obtain competitive prices and favorable terms when awarding subsequent contracts. These agreements are particularly useful for public sector organizations that have predictable and recurring needs for goods or services.
