A dictator is a political leader who wields extraordinary power, typically concentrated in one person, and often achieved and maintained through nondemocratic means. The term derives from Latin dictātor, used in the Roman Republic for a magistrate granted supreme authority for a limited period during a crisis. In modern usage, it denotes rulers who hold centralized authority with few or no legal constraints and who subordinate institutions such as the legislature, judiciary, press, and security services to their will.

Most dictators rely on coercion, censorship, propaganda, and patronage; they may dismantle checks and balances, suppress opposition, control elections, manipulate the legal system, and cultivate a personality cult. They favor militaries and security agencies for enforcement, and they may use emergency powers, coups, or constitutional manipulation to come to power.

Types include military dictatorships, personalist regimes, and one-party states. Some leaders consolidate power through elite alliances or through ideological mobilization; others justify rule through national emergency or external threat.

Outcomes include human rights abuses, political repression, and economic distortion; although some regimes claim efficiency or stability, the long-term effects are often stagnation and conflict. Transitions can arise from domestic pressure, succession crises, sanctions, or external intervention, or gradual liberalization.

Notable historical examples include Julius Caesar, Napoleon Bonaparte, Joseph Stalin, Adolf Hitler, Benito Mussolini, Francisco Franco, Saddam Hussein, and Mobutu Sese Seko. Contemporary debates surround leaders in various one-party states and military regimes, whose rule is often accompanied by censorship, coercion, and propaganda.
