Demand response (DR) refers to changes in electricity consumption by end-use customers in response to signals such as price changes, incentives, or grid reliability events. The goal is to reduce or shift demand during periods of system stress or high wholesale prices, thereby improving grid reliability and potentially lowering overall costs.

DR is commonly categorized into price-based and emergency or capacity-based programs. Price-based DR uses time-varying rates, such as critical peak pricing, time-of-use, or real-time pricing, to motivate customers to alter usage. Emergency or capacity-based DR relies on triggered reductions during planned or unplanned events, often through direct load control or interruptible/curtailable tariffs. Technologies such as smart meters, advanced communication systems, and automated demand response enable faster, more precise participation, including automated adjustments in commercial buildings and residential settings.

Participation typically occurs through utilities, independent system operators (ISOs), or regional transmission organizations (RTOs), sometimes via demand response aggregators that pool many small customers. DR resources can bid into wholesale energy markets, provide capacity, and contribute to certain ancillary services such as fast frequency response, depending on market rules and measurement and verification standards.

Benefits include reduced peak demand, deferred or avoided investments in generation and transmission, lower wholesale prices, and improved reliability. Challenges involve customer engagement, accurate measurement and verification of savings, data privacy, cybersecurity, regulatory and market design barriers, and the upfront costs of enabling technologies and communications infrastructure. Overall, DR is a key component of modern grid management and the broader move toward a resident and business energy-responsive economy.
