Councilmeritocracy is a governance model in which decision-making authority is exercised by councils whose members are selected or elevated based on demonstrated merit—such as expertise, track record, problem-solving ability, or public service performance—rather than by elections alone, hereditary privilege, or random selection.

In a councilmeritocracy, councils may govern at municipal, corporate, or organizational levels. Membership is typically determined through transparent merit criteria, open calls or competitive selection, peer assessment, and periodic performance reviews. Term limits, rotating seats, and diversity requirements are commonly proposed to balance expertise with representation.

Decision processes emphasize evidence-based deliberation, stakeholder consultation, and accountability mechanisms. Councils may operate alongside elected bodies, function as the primary decision-makers, or serve as technical advisory boards with binding authority within defined domains. Mechanisms for dismissal, recall, or performance-based renewal are included to maintain accountability.

Potential advantages include higher-quality policy outcomes, reduced partisan gridlock, and governance informed by specialized knowledge. It can also enhance continuity and long-term planning. Criticisms center on concerns about elitism, the objectivity of merit assessments, gatekeeping, and the risk that technical experts lack legitimacy or public buy-in. Implementation challenges include designing fair merit criteria and preventing capture by interest groups.

While still largely theoretical in political discourse, councilmeritocracy is discussed as a hybrid between meritocratic selection and deliberative councils, aiming to combine expertise with public legitimacy.
