Consilierii (singular: consilier) are individuals who provide advice or guidance or who serve as members of advisory or deliberative bodies within public or private institutions. The term is Romanian and derives from consiliu, meaning council.

In Romania's public administration, consilierii can fulfill several roles. They may act as advisers attached to ministries, prefectures, or other public authorities, offering policy analysis, expert input, and help with communications. They can be civil servants or political appointees, and their duties often include preparing briefs, drafting proposals, and assisting decision-makers in formulating and implementing policies. They may participate in working groups, commissions, and meetings to coordinate administration and ensure alignment with legal frameworks and strategic objectives.

A prominent use of the term concerns elected local and regional government. Consilieri locali are elected representatives in municipal councils who participate in adopting local ordinances, approving budgets, and guiding development plans. Consilieri judeteni (county councillors) serve at the county level with similar responsibilities for regional planning, infrastructure, and public services, operating within the county council and its commissions. Terms typically last four years, and elections are held during local or regional elections, usually on party lists or coalitions. The exact powers and procedures vary by jurisdiction and legal framework.
