Conformatiestaat is a term used in Dutch political science to describe a state whose primary objective is to shape and sustain social conformity to a defined set of norms, values, or behaviors. In a conformatiestaat, political legitimacy and stability are pursued not only through formal institutions and rule of law but also through normative socialization that aligns citizens’ beliefs and practices with official ideals. The concept is often discussed in contrast to liberal-pluralist or liberal-democratic models, where pluralism and individual autonomy are emphasized.

Key features include central guidance of education and public life, control or heavy influence over media and public discourse, co-optation or suppression of civil society organizations, and laws or policy instruments that promote uniform behavior. Conformity is reinforced through schools, public campaigns, patriotic rituals, and civil requirements; social incentives and penalties are used to reward compliance or penalize dissent. The aim is to minimize deviance from the approved norm and to foster a cohesive national or collective identity.

Scope and usage: the term is used to describe both historical and contemporary regimes. It often applies to authoritarian or totalitarian states but is also employed critically for certain liberal-democratic contexts where there is strong normative pressure around family life, work discipline, or civic duties.

Criticism and debates: scholars caution that an emphasis on conformity can erode civil liberties, dissent, diversity of opinion, and political legitimacy in the long term. Some argue that a degree of social integration is compatible with pluralism, while others see conformatiestaat as a spectrum rather than a binary category.
