Wiedergutmachungsmaßnahmen

Wiedergutmachung is a German term that translates as "making good again" or "restitution." In postwar usage, it refers to the set of policies and programs through which the Federal Republic of Germany sought to compensate victims of Nazi persecution after World War II. The concept combines ideas of restorative justice and moral responsibility for crimes committed under the Nazi regime.

After the war, German authorities, with Allied approval, established mechanisms to address the needs of survivors. A key milestone was the Luxembourg Agreement of 1952, in which West Germany pledged reparations to Israel and to individual victims of Nazi persecution. Over the following decades, Germany negotiated additional compensation schemes with Jewish victims through the Claims Conference and extended measures to other victim groups and countries, including forced laborers, political prisoners, Roma and Sinti, and others.

Wiedergutmachung programs involve multiple mechanisms: monetary payments and pensions, restitution of property and assets, and access to social welfare and medical care. The procedures were often complex and required documentation, but they created formal channels for victims to receive compensation and support. The policy also fostered international relations and shaped how Germany confronted its Nazi legacy.

Critics have argued that compensation was slow, incomplete, or inadequately funded, and that some groups or individuals faced barriers to recognition. Nevertheless, Wiedergutmachung remains a central element of postwar German policy and memory, continuing in various forms into the 21st century as new cases and decades-long disputes were addressed.
