Vaikuttamisvalta (gen. vaikuttamisvallan) refers to the capacity of an actor to influence the outcomes of policy processes, decisions, or public actions, without necessarily having formal decision-making authority. It is a form of power based on credibility, resources, networks, information, legitimacy, and access to decision-makers. The concept is used in Finnish political science and public administration to analyze how various actors shape agendas, problem framing, and policy alternatives.

Common sources include interest groups, professional networks, media influence, expertise, and financial resources. Actors seek to affect agenda setting, issue framing, policy proposals, and the interpretation of evidence. Techniques include lobbying, advocacy campaigns, expert testimony, participation in public consultation processes, social media campaigns, and coalition-building.

Contexts range from municipal to national and EU-level decision-making, especially in settings with consultative processes. Vaikuttamisvalta is distinct from formal authority: it does not grant the power to decide, but rather to sway decisions and the acceptance of proposals through influence on preferences and information.

Significance and concerns: While legitimate in democratic systems, uneven distribution of vaikuttamisvalta can lead to disproportionate influence by well-resourced actors, with implications for equity, transparency, and legitimacy. Public authorities often seek to balance interests by rules on disclosure, consultation, and participation.
