Tarjouksille

Tarjouksille is a term used in Finnish procurement and business contexts to refer to the responses or submissions made by suppliers in a bidding process. It encompasses both the offers themselves and the act of submitting them in reply to a request for bids or proposals. In practice, tarjouksille describes the set of bids that a buyer evaluates when deciding which supplier to award a contract to.

In a typical procurement process, the buyer issues a request for bids or a request for proposals (tarjouspyyntö). Suppliers then prepare tarjoukset that detail price, technical solutions, delivery schedules, warranties, and regarding how the seller meets the stated requirements. Offers must comply with the instructions and criteria laid out in the tender documents, and they must be delivered by the stated deadline to be considered valid.

Evaluation of tarjouksille is usually based on predefined criteria, which can include price, quality, functionality, total cost of ownership, delivery time, and references. In public procurement and many private sector tenders, the decision is guided by objective evaluation rules, often aiming for the best price–quality ratio. After assessment, a contract is awarded to the chosen supplier, and unsuccessful bidders may receive feedback or have the right to request a debriefing.
