Critiques focus on bureaucratic inefficiencies, gaps in access, and concerns about dependence or stigma. In many countries, social service systems reflect differing welfare regimes and levels of government responsibility.

Global variations in financing, eligibility, and delivery reflect welfare-state traditions and economic conditions. Liberal regimes often mix public and private providers with means-tested services, while social-democratic systems emphasize universal provision. International guidelines from organizations such as the International Labour Organization and the United Nations influence national social service policies.
