The industry covers both commercial seeds sold to farmers and seeds used in public breeding programs or research.

Core activities include breeding and selection of new varieties, multiplication of breeder seed, foundation seed, and certified seed, and post-harvest processing such as cleaning, conditioning, and packaging. Seed quality is verified through testing for germination, purity, disease status, and trait performance. Varieties are registered or released by national authorities and often protected by plant variety rights. Hybrids and open-pollinated varieties represent different business models: hybrids offer high vigor but require annual purchases, while open-pollinated seeds can be saved and replanted by farmers.

Regulation and intellectual property: seed trade is governed by plant variety protection regimes and national seed laws. Certification schemes, quality standards, and labeling requirements vary by country but commonly mandate information such as species, variety name, test results, and origin. In many markets, genetically modified or genome-edited seeds face additional approvals and coexistence rules with conventional seeds.

Market and structure: the industry is characterized by multinational breeding companies, regional firms, and public breeding programs. Market dynamics are influenced by crop policy, farm subsidies, input costs, and access to breeding materials. Intellectual property and access to genetic resources can affect innovation and seed availability, particularly in developing regions.

Sustainability and challenges: efforts focus on crop resilience, yield stability, and biodiversity conservation. Climate change, pests, and diseases complicate breeding goals. Seed systems face governance, biosafety, and equity issues, including farmer access to high-quality seed and the protection of farmers' rights and traditional varieties.
