Risikoville

Risikoville is a fictional town used in risk management education and emergency planning to illustrate how hazards, infrastructure, and governance interact under stress. The name combines risik o (risk) and ville (town) and is most common in Nordic risk-management literature, although the concept has spread to international training programs.

In a typical risikoville scenario, participants study a municipal setting comprising residential blocks, a hospital, a school, a power substation, roads, and a harbor or railway. A focal hazard—such as a major flood, cyberattack, or industrial accident—triggers cascading effects like power outages, communication breakdowns, strained hospitals, and transportation disruptions. The exercise aims to identify vulnerabilities, test decision-making, and evaluate coordination among local authorities, emergency services, and utilities.

It is used in tabletop exercises, simulation software, and planning workshops. Critics note that fictional towns may not capture all real-world complexities; designers should adapt scenarios to local context.
