Raamlepingu

Raamlepingu (framework agreement) is a type of procurement agreement used to establish the terms under which goods or services will be purchased over a defined period. Rather than committing to a single purchase, a raamlepingu sets the general conditions—such as price, quality standards, delivery terms, and performance criteria—that will apply to any future orders placed during the contract period. The agreement may specify estimated volumes and a maximum total value, but it does not by itself guarantee specific quantities.

Key features include a multi-party or single-supplier setup, a fixed or frequently updated price framework, and a defined duration. After the raamlepingu is concluded, individual call-off contracts are created for particular orders, often following a mini-competition among framework suppliers or a direct call-off within the agreed terms.
