Planung, or planning, is the process of defining goals and determining the actions, resources, and timelines needed to achieve them. Planning aims to anticipate future conditions, align activities, and coordinate efforts across units or stakeholders.

Planung distinguishes between long-term strategic planning and shorter-term operational planning. It also encompasses project planning, production planning, and urban or regional planning. Typical concerns include forecasting, scenario analysis, feasibility, risk assessment, and stakeholder involvement, as well as compliance with standards, regulations, and budgets. The planning process generally follows stages such as goal setting, information gathering, analysis of options, selection of courses of action, resource estimation, scheduling, and monitoring. Tools commonly used include Gantt charts, critical path method, roadmaps, cost-benefit analysis, scenario planning, and master plans. Benefits of effective Planung include clearer objectives, better allocation of resources, improved coordination, and reduced uncertainty. Critics point to potential downsides, such as rigidity, over-planning, or optimism bias when forecasts are uncertain. In practice, Planung intersects governance, project management, and operations management and is vital for complex systems design, infrastructure projects, and organizational change.
