Personsemigrants is a term used in migration studies to describe individuals who relocate primarily for personal reasons rather than to seek higher wages, escape danger, or meet government-imposed requirements. The label is not standardized in official statistics, where migrants are typically categorized as economic, humanitarian, or student migrants. As a descriptive concept, personsemigrant aims to capture moves driven by family reunification, joining a partner, pursuing education or training, retirement abroad, or relocation to improve quality of life, climate, or living conditions.

Because personal motives commonly intertwine with other factors, the boundary with economic or forced migration can be blurry. In practice, many moves include several motives, making precise measurement difficult. While some international data on family ties, student mobility, and long-term residency can serve as rough proxies, there is no dedicated, globally consistent statistic for personsemigration.

Policy implications center on visa and residency options that accommodate non-economic motives, such as family visas, dependent permits, student visas, or retirement destinations. Recognizing personsemigrants can inform planning for housing, health care, language and integration services, and the provision of social protection.

Examples include retirees relocating to warmer regions, students pursuing degrees abroad, spouses or partners joining a resident family, and caregivers moving to provide support across borders.

Critics argue that the term risks conflating distinct groups and duplicating existing migrant classifications. Because motives are multifaceted, the label may obscure specific needs and policy responses. Nonetheless, the concept provides a lens for analyzing non-economic migration alongside more widely studied categories.
