Passius is a fictional city-state commonly used in fantasy fiction and role-playing campaigns as a port and commercial hub on the western coast of the continent of Elaris. It is described as a crowded coastal city with a busy harbor district, narrow alleys, and a skyline punctuated by wind towers and whitewashed walls. The surrounding countryside includes olive groves and vineyards, while the harbor hosts caravels and fishing fleets.

In its lore, Passius was founded in the Early Period by merchants from the Isles of Nereh seeking a neutral trading ground. It evolved into a maritime republic governed by a Merchants’ Council, typically composed of six to eight members who oversee foreign trade, defense, and city finances, with the Public Assembly able to veto Council decisions. The council operates through a system of guilds representing different crafts and port services.
