Implementation commonly involves journey mapping, systematic passenger feedback, co-design with travelers, and service-design methods to align operations, infrastructure, and policies with user needs. Metrics may include on-time performance, disruption response, accessibility compliance, empirical satisfaction scores, and engagement with feedback channels.

Benefits can include higher satisfaction, increased ridership, improved safety perception, and better efficiency. Challenges include balancing passenger desires with financial and operational constraints, addressing diverse needs, and protecting privacy when collecting data.
