Parliamentarian

A parliamentarian is a person who specializes in the procedures and rules that govern deliberative assemblies, such as legislatures, councils, or boards. In English, the term most commonly denotes a procedural expert who advises on how meetings should be conducted; in some contexts it may also refer to a member of a parliament, though that usage is less common and country-dependent.

A parliamentarian provides nonpartisan guidance on rules, rulings, and motions. They interpret the assembly's rules, refer to a parliamentary authority (for example, Robert’s Rules of Order or equivalent), and advise on points of order, quorum, and the proper form and timing of motions and amendments. They may draft or review agendas, determine the order of business, and maintain a record of precedents and rulings for future reference. In legislative bodies, a parliamentarian typically serves as staff to the presiding officer and members, offering procedural opinions to keep proceedings orderly and fair.

Parliamentarians work in legislatures, corporate boards, and nonprofit organizations. In many jurisdictions, official Parliamentarians exist within the parliamentary system, such as the House Parliamentarian and Senate Parliamentarian in the United States. Beyond government, professional bodies provide training and certification for practitioners, helping maintain standards in parliamentary procedure. The role emphasizes neutrality, accuracy, and consistency, supporting effective deliberation and democratic governance.
