Lycurgus
Lycurgus is the name given in Greek tradition to the legendary lawgiver credited with establishing the distinctive political and social system of Sparta, one of ancient Greece’s most famous city-states. He is said to have organized laws and customs that produced the austere, militarized society for which Sparta was renowned. Modern scholars are divided: some view Lycurgus as a possibly mythical figure, while others regard him as a historical reformer whose exact dates are uncertain. The reforms are often dated to an early to mid first millennium BCE, with some proposals placing them as late as the 7th century BCE.
According to ancient sources, Lycurgus enacted a constitution that balanced monarchy with oligarchic and communal institutions.
