Liikelaitoksia (singular liikelaitos) are municipally owned public service enterprises in Finland. They are created to organize and deliver essential municipal services while remaining part of the city’s or municipality’s administration. Typical functions include water supply and sewerage, waste management, energy distribution or district heating, public transport, street cleaning, and urban planning support functions. Liikelaitokset are established by municipalities or by joint municipal authorities and operate with their own management and budgetary processes, but they remain answerable to the municipal council.
