Liikelaitoksia

Liikelaitoksia (singular liikelaitos) are municipally owned public service enterprises in Finland. They are created to organize and deliver essential municipal services while remaining part of the city’s or municipality’s administration. Typical functions include water supply and sewerage, waste management, energy distribution or district heating, public transport, street cleaning, and urban planning support functions. Liikelaitokset are established by municipalities or by joint municipal authorities and operate with their own management and budgetary processes, but they remain answerable to the municipal council.

Governance usually consists of a managing director and a board appointed by the council, with staff and board representation reflecting the municipal ownership. The liikelaitos keeps its own accounts and publishes annual financial statements; its revenues are primarily user charges and public subsidies. Any surplus is generally reinvested in the service or returned to the municipality, while decisions on pricing and investment follow public-interest criteria and procurement rules.

A key distinction from private-sector entities is that liikelaitokset form part of the public sector and are closely integrated with municipal governance. They are designed to provide stable, affordable services and to reflect local policy objectives rather than to maximize profit. In practice, some municipalities have converted liikelaitokset into osakeyhtiöt (limited-liability companies) to gain financing flexibility or strategic autonomy, whereas others retain the traditional form to preserve direct municipal oversight.

In Finnish public administration, liikelaitokset are a common arrangement for delivering core municipal services, balancing professional management with public accountability.
