Regulatory background in the European Union rests on the Cosmetics Regulation (EC) No 1223/2009, which requires ingredient lists on cosmetic products to be prepared using INCI nomenclature and to be arranged in descending order by weight. While the ingredient list is standardized in INCI, packaging may include translations or explanations in the local language, but the INCI names themselves remain the reference point.
