EUDualUseVerordnung

EUDualUseVerordnung refers to Regulation (EU) 2021/821, the European Union’s framework for the control of dual-use items—goods, software, and technology that can have civilian or military applications or contribute to weapons of mass destruction. The regulation aims to balance legitimate trade with non-proliferation, security, and foreign policy objectives by creating a harmonized, EU-wide regime across member states.

The Regulation covers exports, transfers within the EU, brokering activities, and the transit of dual-use items.

It
also
introduces
a
catch-all
mechanism
for
items
that
may
enable
proliferation
even
if
they
are
not
explicitly
listed,
based
on
end-use
and
end-user
risk
assessments.

repeals
Regulation
(EC)
No
428/2009
and
forms
a
cornerstone
of
the
EU’s
dual-use
trade
controls.
