Directorates-General (DGs) are major policy-focused departments within a government administration or international organization, usually led by a Director-General who serves as the department’s top administrative official. They are organized around specific policy areas, responsible for policy development, regulatory drafting, implementation, and the management of programs, budgets, and staff.

In the European Union, the term DG refers to the policy-making units of the European Commission. The Commission is organized into around 40 Directorates-General, each covering a distinct policy domain such as competition, trade, environment, health and safety, or internal market. Each DG is headed by a Director-General who reports to the Commissioner responsible for that policy area and collaborates with other DGs on cross-cutting issues. DGs draft legislative proposals, monitor compliance and enforcement, administer Union programs, manage grants and contracts, and prepare the Commission’s annual work program. They also handle data collection, analysis, and external communications relevant to their field.

Appointment and accountability typically reflect the hierarchy of the administering body. In the European Union, Director-Generals are senior civil servants who operate under the political leadership of Commissioners and their cabinets, ensuring policy continuity across administrations. In national administrations, directorates-general or “directions générales” serve similar purposes, organizing government functions such as finance, transport, or environment under a central lead of high rank.

Overall, directorates-general function as the core operational units in large bureaucracies, translating political objectives into policy proposals, regulatory actions, and programmatic delivery, while maintaining accountability to the political leadership and, in the EU case, to the Commission and ultimately to the member states.
