Originating from the CPTED framework, it emphasizes how physical design, landscaping, lighting, and organizational practices can influence offender opportunities and legitimate use of spaces.

The core concepts are typically organized around five principles. Natural surveillance seeks to maximize visibility and observation, using features such as lighting, windows, active frontages, and clear sightlines to deter wrongdoing by increasing the likelihood of being seen. Natural access control aims to guide movement and reduce opportunities for crime by shaping entrances, walkways, and signage to distinguish public from private spaces. Territorial reinforcement uses boundary markers, fencing, pavement treatments, and landscaping to express ownership and encourage guardianship, signaling that an area is monitored. Maintenance and management emphasize upkeep and timely repair; well-maintained environments convey oversight and deter neglect-related crime. Activity support, sometimes described as encouraging legitimate use, focuses on facilitating appropriate activities through programming, mixed-use design, seating, and amenities to reduce idle time and create natural guardians.

CPTEDprinciper are applied in diverse settings, including neighborhoods, schools, commercial districts, and transit facilities. Effective implementation typically requires collaboration among planners, designers, law enforcement, property owners, and residents, and it should be context-sensitive. Critics note that design changes alone cannot solve crime and must be combined with social and economic interventions to avoid displacement or oversimplification of underlying issues.
