Beitrittsantrag

Beitrittsantrag is a formal request by a state, organization, or other entity to become a member of a larger community or union. The term is most commonly used in the context of international organizations, especially the European Union, but can also refer to applications to join clubs, associations, or alliances.

In the European Union, a Beitrittsantrag is a formal submission by a country to join the Union. The application is addressed to the Council and typically accompanied by a declaration of intent to accept the EU’s rules, values, and obligations. After a Beitrittsantrag is submitted, the European Commission assesses whether the applicant meets the political, economic, and legal prerequisites, known as the Copenhagen criteria. If the Commission's assessment is positive, the Council may grant candidate country status and begin accession negotiations. These negotiations cover numerous policy areas and aim to align the applicant’s laws with the EU acquis communautaire. Negotiations proceed through chapters and can take many years to complete.

The Beitrittsantrag itself does not guarantee membership. Accession requires the negotiation conclusions, an accession treaty, and ratification by all existing member states and the applicant, often through national parliamentary approval and, in some cases, referenda. Until entry into force of the treaty, the applicant does not become a full member, though it may receive observer status or participate in certain programs.

Outside the EU, Beitrittsantrag can refer to any formal request to join a group, association, or club, typically governed by its statutes and decision-making rules.
