Purpose and scope

The 169.254.0.0/16 range is intended for local network use only. Addresses in this block are not intended to be routable on the wider Internet and should not be forwarded by routers. They allow devices on the same local network segment to communicate when conventional IP configuration fails, enabling basic connectivity for tasks such as file sharing or printer access without manual configuration.

Assignment mechanism

When a device cannot obtain an IP address via DHCP, it may automatically assign itself a random 169.254.x.x address. The device then performs conflict detection, typically using ARP probes, to ensure the chosen address is not already in use. If no conflict is detected, the address is used. If a conflict is found, the device selects another address and repeats the process. The result is a stateless, temporary address that remains in use until the network configuration changes or DHCP becomes available.

Limitations

Because 169.254.x.x addresses are non-routable, devices with these addresses can only communicate with other devices on the same local link. If multiple subnets or VLANs exist, separate configurations are required for cross-subnet communication. While widely supported, this mechanism is a fallback rather than a primary means of connectivity.
