When a mobile device moves from one cell tower's coverage area to another, a handover is initiated to maintain an uninterrupted connection.
The ülekandekaart stores information about neighboring cells and the conditions under which a handover should occur.
The map essentially guides the mobile device and the network infrastructure on which cell to attempt to
