Élelmiszerelállítás is a term used to refer to the process and set of policies aimed at establishing and maintaining a stable food supply for a population. In practice, it encompasses planning, production support, storage, distribution, and access to affordable, safe foods. The concept overlaps with but is not identical to élelmiszerellátás (food provisioning) and élelmiszerbiztonság (food security).

Key elements typically included are: production stability through agricultural policy and risk management to reduce fluctuations in supply and prices; strategic reserves or stockpiles of staple foods to bridge shocks in harvests or markets; storage and logistics capabilities, including warehousing, temperature-controlled facilities, and efficient distribution networks; market governance and price monitoring to prevent extreme volatility and ensure fair access; and safety and quality controls to guarantee that stored and distributed foods remain safe for consumption. Social safety nets and targeted assistance may also form part of a comprehensive approach.

Implementation generally requires an institutional framework that coordinates across ministries such as agriculture, economy, and health, along with a legal basis and regular planning cycles. Countries may maintain public or mixed stock reserves, participate in international stock arrangements, or rely on market-based tools to manage risk and ensure continuity of supply during emergencies, crises, or supply chain disruptions.

Terminology note: while élelmiszerellátás is the more common Hungarian term for food supply, élelmiszerelállítás is sometimes used to describe similar objectives. In standard usage, discussions about food security and provisioning typically employ élelmiszerellátás and related concepts.
