Waterschapsplanning is the planning process used by the Dutch waterschappen (water boards) to organize and execute long-term and annual activities in the areas they manage. The planning covers flood risk management and dike safety, water level and drainage control, water quality and sustainability of groundwater, and the operation and maintenance of related infrastructure such as pumping stations, sluices, and small-scale barriers. The objective is to protect residents, businesses, and agricultural land from flooding, ensure safe water levels for land use, and maintain adequate water quality.

The planning is carried out through structured instruments, notably a multiannual plan (meerjarenplan) and accompanying annual plans and budgets. The process starts with risk assessments and scenario analyses, including climate change effects, to set goals and priorities over several years. It results in a pipeline of projects and maintenance tasks, with budgets and financing determined by the water board's own levies. Public consultation and involvement of municipalities, provinces, water users, and residents are typical components, and plans are aligned with national guidelines and other levels of government.

Governance is provided by an elected water board and its executive body; the planning cycle is governed by national law and local regulations. Waterschapsplanning reflects the autonomous and regionally tailored approach to flood defense, water management, and environmental quality in the Netherlands. Historically, waterschappen are among the oldest self-governing public bodies in the country, and today the planning process remains essential for adapting to climate change, aging infrastructure, and growing water-related challenges.
