Water management, or water resources management, is the planning, development, distribution, and governance of water resources to meet societal needs while protecting aquatic ecosystems. It encompasses technical, economic, legal, and institutional aspects and covers water supply, flood control, irrigation, sanitation, and environmental management. The goal is to ensure reliable access to safe water for people, support livelihoods, and maintain ecosystem services.

Key elements include water supply infrastructure such as captures, reservoirs, treatment facilities and distribution networks; demand management through pricing, efficiency improvements, and conservation; and agricultural water use through irrigation systems and crop planning. Urban water management addresses drinking water provision, wastewater collection and treatment, stormwater management, and flood risk reduction. Groundwater management involves monitoring aquifers, regulating pumping, and enhancing recharge where feasible. Water quality protection controls pollutants at source and ensures treatment standards across the supply chain.

IWRM, or integrated water resources management, promotes coordinated development of water, land, and related resources to maximize social welfare without compromising ecosystems. It emphasizes stakeholder participation, equity, and sustainability across sectors and borders, and often operates within river basin or watershed boundaries and national policy frameworks.

Climate change, population growth, and urbanization pose challenges by altering water availability and demand and increasing the frequency of extreme events. Adaptation strategies include demand management, resilient infrastructure, risk assessment, and data-driven decision-making. Advances in monitoring, modeling, remote sensing, and information systems support planning and real-time management.

Outcomes of effective water management include reliable supply, equitable access, protection of public health, sustainable agriculture, and preserved natural flows. Governance arrangements, financing, and capacity at local, regional, and national levels influence implementation and success, reflecting varied geographical, political, and economic contexts.
