The concept covers equality before the law as well as protection from discrimination based on characteristics such as gender, age, ethnicity, religion, language, disability, sexual orientation, or other status.

In Estonia, the constitutional framework guarantees võrdõigus as a foundational right. The Constitution states that all people are equal before the law and prohibits discrimination. To implement and enforce this principle, the country maintains anti-discrimination and equal-treatment legislation that covers areas such as gender equality, racial or ethnic equality, and protection against discrimination on other grounds. Enforcement is carried out by state institutions, including the Chancellor of Justice, which handles complaints and monitors compliance, as well as other relevant authorities and mechanisms.

Historically, võrdõigus has evolved through Estonia’s two periods of independence in the 20th century and was reaffirmed after regaining independence in 1991. Estonia’s integration into the European Union further reinforced the development and enforcement of equal-rights norms, aligning national law with EU anti-discrimination standards. Ongoing discussions focus on achieving practical equality in areas such as the gender pay gap, political and corporate representation, parental leave, and the inclusion of minority groups.
