In practice, it refers to how effectively an assessment instrument captures the true knowledge, competence, or performance it intends to measure.

The idea was first articulated in the early 1990s as part of a global movement toward more authentic, outcome-oriented evaluation. Influences include the work of dental educator Ron Ferguson and various psychometricians who championed high-stakes exams that emphasize problem solving. Estonian educators adopted the term to describe a systematic review of exam items, rubrics, and scoring guidelines.
