Valitsusvormid refer to the different ways in which a state is governed. These forms are characterized by who holds power, how that power is acquired and exercised, and the relationship between the governing body and the governed.

Common forms of government include monarchies, republics, democracies, and autocracies. In a monarchy, supreme power is typically vested in a single person, such as a king or queen, who often inherits their position. Republics, in contrast, are states where the head of state is not a monarch and is usually elected. Democracies are systems where power is held by the people, either directly or through elected representatives. Autocracies are characterized by absolute rule by one person or a small group, with little or no political freedom for the populace.

Within these broad categories, further distinctions exist. For example, democracies can be presidential, parliamentary, or semi-presidential. A presidential system features a president who is both head of state and head of government, elected independently of the legislature. In a parliamentary system, the head of government (often a prime minister) is chosen from and accountable to the legislature. Semi-presidential systems combine elements of both, with both a president and a prime minister sharing executive power.

The specific valitsusvorm adopted by a country influences its political landscape, the rights and responsibilities of its citizens, and the overall stability and functioning of the state. The evolution and adaptation of these forms are continuous processes, reflecting historical, cultural, and social developments within societies.
