Valitsusvormid

Valitsusvormid refer to the different ways in which a state is governed. They describe the structure and distribution of power within a government. The most common distinction is between monarchies and republics. In a monarchy, the head of state is a monarch, such as a king or queen, who typically inherits their position. Monarchies can be absolute, where the monarch holds unlimited power, or constitutional, where their power is limited by a constitution and often exercised by an elected government.

Republics, on the other hand, have a head of state who is not a monarch and is usually elected, directly or indirectly, for a fixed term. Within republics, different systems exist. A presidential republic features a president who is both head of state and head of government, with a separation of powers between the executive and legislative branches. A parliamentary republic has a president as head of state, but the head of government is a prime minister who is accountable to the parliament. A semi-presidential republic combines elements of both, with a president and a prime minister sharing executive power.

Other classifications of governments exist based on the degree of citizen participation and the concentration of power. Democracies, where power ultimately rests with the people, can be direct, where citizens vote on all laws, or representative, where they elect officials to make decisions. Authoritarian regimes concentrate power in the hands of a single leader or a small group, with limited political freedom for the populace. Totalitarian regimes extend this control to virtually all aspects of public and private life. The specific valitsusvorm employed by a country shapes its political landscape and the relationship between the state and its citizens.
