Valitsusjuht is the Estonian term for the head of government, the leader of the country’s government. In Estonia this office is commonly known in practice as the peaminister (prime minister). The valitsusjuht chairs the government, sets policy priorities with the cabinet, and coordinates the work of ministers. The role is distinct from the head of state, who is the president.

Appointment and accountability are defined by Estonia’s parliamentary system. The president appoints the prime minister, usually choosing the leader of the party or coalition that has secured a majority in the Riigikogu, the parliament. The prime minister-designate then forms a cabinet, which is formally appointed by the president. The valitsusjuht and the cabinet are collectively responsible to the Riigikogu and can be dismissed by a vote of no confidence. If the government falls, a new government must be formed, and if it cannot be formed within a set period, elections may be held.

Formation and tenure are guided by parliamentary dynamics rather than fixed terms. The valitsusjuht leads the coalition government and directs policy across domestic and foreign affairs, including preparation of the state budget and legislation. The prime minister’s position lasts as long as the coalition holds a majority in the Riigikogu and as long as the government enjoys parliamentary support, or until resignation, removal, or completion of statutory election cycles.
