It derives from the verb upravljati, meaning to steer, guide, or direct. In organizational contexts, upravljanje refers to the process of planning, organizing, leading, and controlling activities within an entity such as a company, government agency, or non-profit organization.

Core functions align with the classical management framework. Planning involves setting objectives, determining necessary actions, and allocating resources. Organizing means establishing structures, assigning tasks, and coordinating activities. Leading (or directing) covers motivating people, communicating, and guiding teams toward objectives. Controlling ensures performance is measured, deviations are identified, and corrective actions are implemented. Modern upravljanje also emphasizes decision-making under uncertainty, governance, risk management, and accountability.
