The construction materials vary in different versions, including carved wood, bone, or metal. In many depictions, the instrument is simple to manufacture and robust enough for use in rough weather, making it a practical tool for crews, scouts, or watchkeepers within the story world.

In narrative use, the tootle functions as a non-electronic signaling tool for communication when visual methods are impractical. The tone is described as bright and piercing, capable of cutting through wind, spray, or fog. Effective range is often depicted as tens to hundreds of meters, depending on wind conditions and terrain. Culturally, the instrument is sometimes portrayed as a symbol of coordination, trust, and communal discipline within groups.

Over time, authors have introduced variants such as the double tootle or signal tootle, which incorporate additional holes or parallel pipes to produce multiple tones. In some modern fantasy or steampunk settings, the tootle is reimagined with magical or mechanical enhancements that extend range or modify timbre, while retaining its core identity as a portable, wind-driven signaling device.
