Taotlus is the Estonian term for a formal request or application submitted to a public authority or other organization in order to obtain a right, benefit, or a decision. It is a central concept in administrative law and civil procedure, used across many sectors to initiate a process or obtain state services.

A taotlus can be filed in writing or electronically, and typically must include identifying information about the applicant, a description of the requested act or benefit, the grounds for the request, and any necessary attachments.
