Stakeholderanalys is a systematic process used to identify and assess individuals, groups or organizations that can affect or be affected by a project, policy, or decision. The goal is to understand stakeholders’ interests, expectations, influence, and potential attitudes in order to inform planning, decision making and communication.

Key elements of stakeholderanalys include identifying all relevant stakeholders, assessing their interests, needs, levels of influence and urgency, and determining how their involvement could affect outcomes. Common tools used to characterize stakeholders are the power–interest matrix and the salience model, which help priority-setting and engagement planning. Data for the analysis are gathered from interviews, surveys, document reviews and workshops, and results are typically documented in a stakeholder register that records attributes such as influence, attitude, and contact information.

The process usually yields engagement strategies and actions, such as who to inform, how to consult, and how to involve stakeholders in decision making. It also informs risk management by identifying potential conflicts, support, or resistance related to stakeholders’ interests. The analysis is often iterative and integrated with other planning activities, with regular updates to reflect changes in stakeholders’ positions or the project context.

Applications of stakeholderanalys span project management, policy development, organizational change initiatives and governance. Limitations include reliance on subjective judgments, incomplete or evolving information, and resource constraints that may affect the depth and frequency of engagement.
