Spellicenser, literally “gaming licenses” in Swedish and related Nordic usage, refer to official authorizations that allow entities to operate certain types of games or to offer gaming services within a jurisdiction. While the term is generic, it is most closely associated with licenses for gambling activities, such as online casinos, sports betting, lotteries, and other forms of wagering. The concept exists in many countries under different names and regulators, but the core idea is to grant legal permission to operate while imposing conditions to protect consumers and ensure fair play.

In Sweden, for example, the licensing regime is administered by the Swedish Gambling Authority (Spelinspektionen). Operators must obtain a license to offer online gambling products to Swedish players, with separate licenses often required for different product groups. Across jurisdictions, licenses typically require demonstrating financial stability, robust anti-money-laundering controls, responsible gambling measures, age and identity verification, and secure technical systems for fair gaming. Licensees may also be subject to advertising rules, player fund segregation, and regular reporting to the regulator.

The licensing process usually involves a formal application, background checks on owners and managerial personnel, examination of technical platforms (such as random number generation and security), and negotiations of terms and conditions. Licenses are issued for defined periods and can be renewed, suspended, amended, or revoked for noncompliance.
