Socialprotection is a broad term used to describe policies and programs designed to reduce poverty and vulnerability by addressing income gaps, risks, and social exclusion. It encompasses preventive, protective, and promotive actions, delivered through social insurance, social assistance, and active labor market programs. It is implemented with universality or targeted approaches depending on a country’s priorities and fiscal capacity.

Social insurance covers contributory schemes such as pensions, health insurance, and unemployment benefits. Social assistance includes non-contributory transfers like cash or in-kind support for the poor, disabled, elderly, or families with children. Active labor market programs aim to improve employability and labor market outcomes through job search assistance, training, wage subsidies, and public works. Many systems blend these elements and may include universal benefits (for all residents) or means-tested targeted programs.

The overarching objectives are to provide income security, ensure access to essential services, reduce vulnerability to shocks (illness, unemployment, family crises), and promote social inclusion and productivity. Policies are financed through general taxation, payroll contributions, or earmarked funds, and are designed to balance adequacy, universality, equity, and fiscal sustainability. Administrative design influences coverage, effectiveness, and leakage.

Evidence from countries indicates that well-designed social protection reduces poverty, supports school attendance and health, and cushions households against shocks. Gaps often exist in coverage, adequacy, and portability, particularly for informal workers and marginalized groups. Debates focus on conditionality, universal basic income, and the balance between universal programs and targeted assistance.

Global guidance is provided by international organizations such as the ILO and World Bank, and aligns with development goals and the Sustainable Development Goals. As demographic and climate risks grow, social protection is viewed as a core instrument for resilience, equity, and inclusive growth.
