Sisepoliitika, or domestic policy, refers to the set of government decisions and actions that affect a country’s internal affairs. It encompasses areas such as social welfare, education, health care, taxation, employment, housing, public safety, and administrative organization. It is distinguished from foreign policy, which governs a state’s relations with other countries and international institutions.

Policy instruments used in sisepoliitika include legislation, fiscal and monetary policy within the government’s purview, budgeting, regulatory frameworks, public services, social insurance programs, subsidies, taxes, and reforms of public administration. Outcomes are evaluated in terms of effectiveness, equity, efficiency, and fiscal sustainability.

Policy making involves multiple actors: elected representatives, government ministries, agencies, courts, and interest groups, as well as the media and civil society. Decisions are often shaped by elections, party coalitions, budget constraints, and public opinion. Debates commonly address questions about the size and scope of government, social equality, market regulation, and long-term sustainability.
